The income tax rates indicate the range of tax rates at which the income earned during the  tax year will be taxed at on the state level. While the tax return deadline is in April of each year, after that October of the same year is the e-File deadline. Note that many states tax at a lower rate for lower income, similar to how federal income tax brackets work. See state income tax rates and navigate to a specific state to see rates based on income.
